Not sure what the point is. It is clear that the train is near a crossing, hence the blowing of the horn/whistle. And the crossing likely doesn't have functioning warning lights, hence the train moving slowly. You are more likely to see a train either moving much more quickly or sitting within 1-200 yards of a crossing waiting on another train to pass. But I have seen trains move this slow near crossing that didn't have flashing lights or the crossbars at the crossing weren't functioning.

Doesn't pass the smell test. The White House immediately denied Bush made those statements. And the source of the statements are two Palestenians who stand to personally profit by such self serving statements.
