I dont understand this decision , last year they made a lot of dragon kind coins... And this year they decide to eliminate this coin that was the only one from the begining of koala bullion series.....

If you remember, Perth had difficulties understanding market terminology and their own "new" written policy of what describes a specimen coin.
Perth still don't understand what a specimen coin is but in their wisdom and their description of a specimen coin they abruptly halted the production of the 2012 carded Koala because it did not meet the descrition of a specimen coin!
Perth at that time last year, when production halted for 2012 Koala card, they were under-pressure by the market to get their act together, particularly with regard to the re-striking of the 1oz bullion Kookaburras coins and the potential to restrike many other numismatic products from years ago.
We saw the re-striking of the proof 2oz lunar coins, the Kooks and other numi products.
The hostile reponse from collectors (Some mentioned a class action) basically put Perth into desperate measures to try to quell the hostility and of course, Perth management re-wrote their mintage policy and declared many of the mintages.
The Carded Koala coins, as we all know, have a description, of being specimen coins and...Perth's numismatic web site gave descriptions of the coins as being specimen coins.
You may have noticed that, a week or two prior to Perth halting sales of the 2012 Carded Koala that Perth erased any mention of the previous carded (2007 was listed) 2008, 2009, 2010, 2011 and 2012 Koala coins.
I'm not exactly sure why Perth removed all reference to previous carded coins but... imo, Perth was charging GST for the carded coin when in-fact no GST is applicable for a bullion coin. (This "could be the reason") :|
From the people I've spoken to, no one wanted a coloured Koala carded coin,

what the market asked for was... the same bullion coin that was either hand selected or "graded-MS69)" or some how distinguished the carded bullion coin from any other bullion koala coin.
Perth could have given the market a "Specimen" of the Koala bullion coin but they chose to give us a coloured coin.
Perth in their wise-ness, must have decided that, to meet their description of what a specimen coin was, and to fill their GST obligation, The Coloured Koala Coin would cover their arse legally and also fit the description.
Now Perth have a predicament!
If Perth releases the 2013 coloured Koala as a - "Coloured bullion coin" as per the Currency ACT, will the new carded coloured Koala be a specimen coin or...a coloured Koala bullion coin?
It's a catch 22 situation.
