Terms like conditional buzz, tentative buzz, semi-buzz, etc are meaningless. If a potential buyer has questions about the item(s), or wants to negotiate conditions of sale, they should ask the questions by posting on the forum, or by PM.
While there may be extenuating circumstances on occasions, or genuine mistakes like anonmiss' example, reneging on a buzz is not an honourable thing to do.
