Nevertheless, it is a real Panda medal, and if it has been minted by the Shanghai Mint, it should be grade-able too.

The expo should be taking place Nov.15 to 17, 2013 - in which case 1000mintage is incredibly small considering how many people usually attend these events.
Here are some previous examples of Panda medals, which in my opinion look amazing, since their reliefs are often much deeper.
