Mining analyst Peter Major says the outlook is dim.
"I am frustrated as hell because we've thrown away 10 fantastic years. All our mining production on precious metal is down. Diamonds, platinum and gold are at 10, 20 and 100 year lows."
Anglo Platinum, which is the largest producer and is also known as Amplats, was able to fulfill customers' orders for six to eight weeks, the company said in January.
Lonmin stockpiled 42,000 ounces of unrefined metal in the year through September and also had 13,000 ounces of unsold refined platinum, it said in November.

Don't get too excited, the announcement has come from Zimbabwean Finance Minister Patrick Chinamasa. A chap with a less than distinguished career (or personal history for that matter).

The companies he has named as short-listed have refused to comment. I suspect from past Zim Govt. Modus Operandi, they sent out an "expression of interest" letter to all the mining companies, and when no one replied, they then jumped ahead letting them know they've been short-listed.
Amplats or Anglo-American should expect a letter in the next week asking for details on how they intend to construct the refinery.
What the unwritten part of the letter will mean is if you don't build these, at your expense, we'll take your assets/mines and freeze your bank funds.
