? 1991 is one of only a few years that sold out to the max 300k mintage. Remints were at least 15-20k, perhaps that is a smaller number of newly minted coins compared with the others (?), but you are relying on all the earlier minted coins to remain locked away if premiums rise. Personally I think 2004 is a better pick if you are looking at the coins from a mintage only perspective.
When I captured the numbers in April 2012 there were 283,766 1991s and 79,732 2004s, which increased to 300,000 and 84,455 respectively. That means over April 2012 to December 2012 there were 16,234 1991s freshly minted and only 4,723 2004s minted.
