What is this coin? Supposed to be silver, but gold colored?

I bought a decent amount of silver from a reputable dealer online (Apmex) and got this coin with my second hand rounds/coins. Anyone know what it is? Why is it gold colored? Thanks

Thanks again for any help, or info. I have been lurking on this site as I pick up silver here and there. Mainly I have been buying second hand silver rounds now I am going into "junk silver".

Does it actually say 999 silver on it anywhere? Have you weighed it? I'm not casting dispersions on APMEX, but that could be one that slipped past the keeper.
