Does not cost anything. Its a visa debit card that can accrue points to visit bullion dealers in far away places

It is pretty simple. As it is a debit card, they (the Coy) uses your money until you spend it. They save a bundle in interest in funding Coy activities.

Therefore they can be magnanimous and not charge fees when we spend our own money.
