Tenth Amendment Center's Article on Utah's new Gold Repository Bill

Gresham's law would happen at a faster rate. People in Utah will be keener to swap their FRN's for silver/gold as confidence in future transaction usefulness of silver/gold is improved by the government bill. Why the rush to transact in gold/silver as value in hand is going up over time while FRN value is going down ?
