The petition reads:

Silver Stackers is an internet discussion forum for those interested in Precious Metals.

In order to promote more harmony and understanding of members individual posts I ask that The Administraters install a symbol that specificly denotes Sarcasm that can be attached to members posts as they see fit.

make that 13. And 100 seems a reasonable target to be happy with considering the goals of the petition. :)

It's an important issue!! Let's hope others recognise it as much as the 21 signatories. Sarcasm is such a maligned and little understood mode of communication.
 
Ugh! You kids just want everything handed to you, don't you?

Back in my day we had to denote sarcasm by hand with </sarcasm> mark up tags.

I would particularly like to thank members whose real names (according to the petition) are "turtle off" and "dickhead".
