Silver hallmarks - help needed

Completely lost identifying the hallmarks and the meanings.

Leopard indicates London

Capital F in a circle?

Q and F seems to be a year, but together?
As of ETR - it seems to be manufacture. Which one?

I think ETR must be the maker but a quick Google wasn't much help.

Hopefully my friend will be able to help as he collects a lot of silverware

So, Q (1891) makes sense with ETB

F in circle left.

My contact confirms the above 1891 and the Edwin Thomas Bryant info and adds; The F in the circle cartouche indicates that it's foreign silver imported into the UK. The office of assay is London.
