Perth Mint proof coins sold without COA or Box should not have a proof premium?

What is the different between a 1990 kook and a 1990 proof kook?

I know the mintage is different but how do you tell the difference?
 
Different pattern and mirror/matt is reversed

BIG difference !!
Explained in previous answers.

Proof coins are also struck totally differently in mints, generally QC inspected and handled with care so should be scratch and dent free.
They are also significantly more limited in production runs.

A fancy box and piece of paper are a bonus if you get this but usually bumps up the price.

Be VERY careful if buying on eBay.
Lots of coins, especially Perth Mint because they are sold in clear capsules, are incorrectly described as proof coins when they are only nice bullion coins. Make sure you check the difference - I sometimes get mixed up and need to refresh memory.
 
The easiest way is to look at the queens side.
If the Queens's head is frosted and mirror finish all around = proof
If the reverse, then bullion
(Note only applies to Perth Mint's coins)
