Perth Mint Buyback Policies

So i saw this couple trying to sell their gold jewellery at perthmint. They forgot to bring sufficient id and seems pretty desperate to sell it. Can i like buy it off them for slightly lower prices that valued and then sell it back to PM? I can't see any rules regarding receipts required for selling old jewellery etc. Is this possible?

I mean perth mint values it first and offers the price but the couple didn't have enough id so PM wouldn't take it.
