Yes that is separate from the item price and shipping charge. It includes your country's import taxes and ebay's "Global Shipping Program" fees.
It will take longer to arrive, because the seller has to ship it to some shipping center in the US.
And in Japan it will get delivered by a crappy budget courier. :/
