See it as a product development and test mechanism where the product is lies and the test is how far they can spread via a specific seeding pattern the unique date and phrase is helpful in the test.
The entity could be anything from a clever bored teenager to a PR firm to a dystopian state agency to a Phd doing a study however now they know just how successful they can be in promulgating from seeding the idea via social media marketing to harvesting the degree that the weed has propagated in a specific timeframe.

Economists were predicting the economic collapse in May 28th because of the dollar losing it's value. The last time I was checking the news, (it was somewhere in the middle of May) they showed the statistics where the dollar was only about 4-5 cents from its original value. And the situation wasn't going to improve. So, maybe they were waiting for it to descrease to 0 till 28th of May. Not sure why this date exactly, maybe it's just a simple calculation.
