Liberating (Stealing) silverware?

Just FYI, I have worked in a few hotels, and some had the controls in place to charge you for a missing bathrobe.
I also had an F&B Manager, who put 2 silver spoons on a restaurant bill. The customer opted to put them back on the table rather than pay for them though.
