I suspect this may be deliberate. Who's heading in next, China? They'll either pay them off and live a happy existence mining their trillions of dollars worth of wealth and maybe lose a few on the way, or they're already geared up read to take on whoever wants the next crack. They've become hardened fighters over the years. And with their terrain it means a tough gig for anyone wanting to fill the spot.
