If your council area has more than 1 active coronavirus case - have total lockdown for everyone over 55 or who have health conditions. Deliveries fees from supermarkets/ubereats etc. are covered.
If this means they can't work, pay them 75% of their normal wage as long as that is above Newstart (otherwise, Newstart rates). If you're on Newstart you get paid the same but don't have to look for work and age pension stays the same.
Only allow travel to council areas that have no cases, only allow travel from council areas with no cases.
20% pay increase for aged care workers (tax funded) and they can only work in 1 facility (til this ends).
Masks indoors where you can't social distance.

Wouldnt a lawsuit have to go through a govt controlled court?
Sounds like a losing battle already. Theres no way any govt would admit any fault or overreaction.
That's why its portrayed as a deadly pandemic and they can make up all the numbers as we go.
They dont have to explain anything or disclose any truths but the ones they want to make up.
