A way to make massive amounts of money. Invent something so convoluted, so complex that only the bankers in a specialised area can understand it, then sell it to people with no background in banking but who think they're clever and who have a politically motivated directive to "do something".
You can bet your last gram of gold that Goldman Sachs knows exactly how much they risked and how much profit they made and what the odds of liosing anything were (zero, if I know bankers).
No financial deal between a government and anyone should be confidential because its not the goverment's money they're playing with. Its OURS. And if that means certain deals won't be done, tough!
Goldman moved in on people who believed they were in charge instead of being servants and custodians and screwed the Greek people.
