how come perthmint did not release the kookaburra series in gold ad well as they did with the lunar series.

Are they only available in the set? I've never seen them sold OTC like the normal ones.
I've always wondered why they don't do this given the interest and nice mark-up on the gold lunars. Maybe that was the only market they made them for and haven't revised the strategy since 20+ years ago?
