China announces new five-year plan

China's economy is defined as socialism with Chinese characteristics. It develops in organised, strategic increments called five-year plans. Five-year Plan #12 has the following basic aims.

1. Moving China away from exporting and into greener pastures. China wants to go from being the world's biggest factory to being its biggest consumer market. It's transitioning from being a cheap destination for making stuff for richer countries to providing goods and services for its growing middle class. Right now it has a lot of manufacturing but not much of a services sector - health care, hospitality, retail etc. As a services sector will employ a lot more people it's the only way China can find jobs for the millions of rural Chinese flooding the cities. And the good news for the rest of the world is more services and less capital-intensive manufacturing means a lot less emissions.

2. Reining in gap between rich and poor. 15 to 20 million Chinese p.a. move to the city to get rich. The rural folk meanwhile have been lagging behind and today there's a 30% income gap. The central government fears, quite rightly, that unless something is done about this the rural population will start to resent and therefore resist Beijing control. BTW this is a traditional concern stretching back centuries and China hopes to nip this in the bud using taxes and better technology on farms to improve productivity and by making it easier to own land.

3. Building a safety net. This means stuff like the dole, the pension and a Medicare equivalent. This will free up the huge amounts of money people currently save up in case they get sick or lose their job so it can be spent on goods and services to grow the economy.

4. Chilling things with Taiwan. While this is not strictly economics it affects us all. The new plan wants to pursue "peaceful reunification" and the policy of "one country, two systems". I worry about "peaceful reunification" as Taiwan wants no part of any reunification.

Put simply, the twelfth five-year plan is set to create the biggest consumer-led growth spurt in history, which is good news considering the economy will probably be pretty tough over the next few years. Mmm, I might start that business selling Aussie flags made out of recycled Big Kev shirts.
 
Why don't we have a smart government like they do? Labour's 5 year plan for the country is to tax us back to the 1920's.

The "plans" of both major parties only run for a maximum of 3 years, up until the next election.
 
The script is spend just about all their energies between elections deflecting off non-deliverable promises that got them there in the first place. And in doing so forget about any proper governance with regard to well planned legislation with consistency of purpose.
The politicians are in effect as they call themselves - poll seekers rather than statesmen and stateswomen.

Over the last 4 or so decades that I have been politically aware, the current government would have to be the most disfunctional and incompetent that I can recall.
 
Better than our plan of steadfastly sticking with a fossil fuel powered economy, even though we have more renewable energy options than any other developed nation on earth.
FFS, look at the crying and greed exhibited when the government puts on a one year levy of less than 1% for the flooding disaster. Every greedy bastard and redneck came out of the woodwork to express how much of an evil person the PM is for even suggesting helping fellow Australians in a time of need.
It's all me me me me in this country now, very much like the USA, and we are all watching what that looks like right now.
 
Australia has "next election" plan and that is not the Politicians fault. It's the electorates fault for voting for those that promise the most that will benefit them personally the most. NIMBY - thy name is Australia :P
 
Our Gov isnt that much different to what it was back during the boom times from 2000-2006 but
the population didnt b!tch as much as the
economy was 'growing' and now when we have phu-cked ourselves up with greed we are blaming the Gov.

The "crying" is warranted as this government is a bunch of stupid barstads who have mismanaged my- and every other Australian's tax dollars.

Could always go with the John Howard plan which is to dig up Bob Menzies and bring the country "forward" into the 1960's again.

In many ways Australia was much better place to live in in the 60's...

Just how much was wasted on Pink Batts & Kevy Cash ? More than enough to cover the floods I'd guesstimate , and what have we to show for the estimated $12 Billion spent on funding green schemes ? If it wasnt for the fat little nest egg in the bank left by Howard and Costello this country would be stuffed by now , as it is they blew through that in record time and then some.

Being in power during the upswing of the largest world wide credit bubble in history does wonders for Government coffers ;)
