They look like they have been sanded or something, do they weigh much different?

same but opposite first buy i bought was a 1 oz pamp far more beautiful in real life then any picture I had seen
 
I have recently received a 10 oz bar direct from the Perth Mint with exactly that same brushed finish.

As the OP said, it looks like they have been hit with steel wool for a good scrubbing down.

I have PAMP kilo bars that are shiny and a few that are frosty, otherwise weight and dimensions are the same...all bought from major online dealers here and came with certificates.
 
I dont expect too much (in the finish department) when it comes to PM 10 oz bars (theyre just blobs after all ;))... that way I dont get disappointed.

Sadly though, they seem to have the same approach to their premium priced (but bullion as they repeatedly point out) Lunar coins - and its bad luck trying to get any recourse if you didnt buy them directly from the Perth Mint.
