Did it ever occur to them to simply return the surplus to the real economy?

The underlying failure is trying to delineate "real economy" from "financial economy" as the two are inseparably entangled
The most direct example: Interest rates affect almost every decision on borrowing, investing and consumption
Trading prices on commodity markets make or break supply/production decisions: a gas well would be a economically viable resource at $25/MWh is unlikely to be viable when gas price drops to $12.5/MWh
