So NGC must've heard what PCGS did and didn't want to miss out on the action.
They have created a priceguide for coins much like PCGS but the bias is even worse than PCGS (imo).
They classify the price of a 64 grade Panda as the same as RAW/OMP whereas PCGS puts it at around a 67-68 grade price.
