Are "SPECIMEN" banknotes always worth more?

Hi,

I've found various offers on "SPECIMEN" banknotes (literally red-labeled as such) and I know that usually these notes are worth from hundreds of thousands of USD (provided that they're also UNC).

Is this a general rule?

I've recently come across a 45 $ offer on a "SPECIMEN"-labeled (communist era UNC) note and it feels like a good deal.
 
It is a bit weird but I have also noticed that.

I guess they are less common than the circulation versions and some people might like to collect them as a subset of banknote collecting. They should all be uncirculated condition.

I am not a fan but each to their own
