    PCGS claims to know what about ASE's?

    Not sure that the silver chloride will tone. The normal toning is a reaction of sulfur with silver to form a sulfide. Expect that when the coin acquires toning, the milk spots will either show through or take on a green hue. Either will look most unattractive.
