I was of the understanding that if a .999 BU coin was pad printed it was not considered bullion, as the printing process would natually add a premium to the coin?

I think it's more because they are incredibly unreliable with their product release times. I'd much rather buy PM products on the basis that I know when they are being released and I get them on time. NZ Mint is a shambles of a place to deal with, you just never really know when their coins are...
