the same thing happens to all bullion silver coins with annual design change... pandas, koala, kooks (before the remint fiasco), britannias.
Earlier years releases have lesser declared mintage because not many knows about stacking silver.
With Internet and Youtube more and more stackers...
AFAIK only investment gold are VAT-free in UK, VAT on silver bullion is 20%?

my Zombucks (product of Provident Metals) are not perfect; they spot easily and they tend to have scratches here and there.
I treat them as bullion so these flaws are acceptable to me; but if I were to get a kilo proof silver panda it better be a perfect copy.

As a coin collector myself I demand nothing less than perfect if I am buying from a large dealer like PM/APMEX.

kooks: long ongoing series, to-date 25 coins have been released.
lunar: shorter series only 12-coins for the whole series, to-date 8 coins have been released and the current Lunar series II will end in 2019.

ignore all odds in getting milk spots, toning or whatever stuff that will reduce resale value.
this is the exact reason why some stackers buy kooks/koala/lunars in mint rolls. Your risk is only the first and last coin if you buy and sell in rolls!
