    Howudn, can you post a pic with a ruler next to the envelope rip? If the rip is the same size as the diameter of the coin, then there is no way there was cardboard in the packaging. (or it was packed very poorly) If the rip is larger.. then it become less clear cut and maybe it should be a 50:50...

    Looks like private value is what you could sell your coins for privately (i.e. including the premiums that you wouldnt get if you sold back to a dealer at their market value. The Ratio value is if the GSR were 17:1 (meaningless today - you can safely ignore this number)...
