Implement its own military draft and raise a standing army?

Are we talking about a Martial Law here? or possible Civil war in US? or Wyoming (maybe other states too) entertaining a possibility of breaking away from United States and declare independence?

No, they're just reading the 2nd Amendment properly i.e. the bit about "a well regulated militia being necessary to the security of a free state".

A lot of people seem to forget the first part and focus on the section that says they can keep a suppressed MP5 under their pillow so they can shoot someone who's trying to nick their DVD player.

It may have something to do with problems with the New Madrid fault line and Wyoming's own seismicity (along the Wasatch fault).
In the event of mega quake, there will be a need to maintain food distribution networks, preserve infrastructure and law and order in times of "civil unrest" ....

edit: Yellowstone national park has seismicity issues also and is in Wyoming

Quite a good case to be made for the disintegration of USA along the lines of Russia.
I wouldn't be surprised to see it in my lifetime if the right 'perfect storm' occurs.
I'd expect the central government (the one with the bombs and world conquest plans) to react rather violently, but in collapse, with geographic areas breaking away (texas, california, original 13 states, etc) it could end up as a confederation rather than a 'united states'.

Hawaii should be first to leave, because as we all know it was an independent kingdom annexed by force.

However there is no mechanism for states to leave the Union, so the legal "experts" say. Even if the people of a particular state, say Texas, overwhelmingly vote for independence.

Same in Quebec, the courts have made it much harder for the Quebecois to separate from the rest of Canada. Changes were implemented after the very close referendum in the 90s.

However supporting Libyan, Syrian, Kosovar rebels is perfectly fine.

Double standards apply ofcourse. US and Canada can't be torn apart yet other countries are fair game.

Well, true. However, why now? They don't "need" standy army of their own for the last 100 years or so. Why all of sudden they're preparing for one along with preparation for complete US economic collapse...?

I think there's something more to it than merely "following their constitution".

Maybe they looked at the total balls-up FEMA made of managing Hurricane Katrina and figured they should devote some of their own resources towards looking after their citizens in the event of an emergency.

That's pretty much the sole purpose of government - to make life better for the people it represents.

Having some people sit down and game out scenarios - however unlikely - for how they'd cope with a series of catastrophic events is a pretty good idea (IMHO).
