According to the NZ Mint product page, it states, "No more than 30,000 of each coin will be issued by the New Zealand Mint." That means the proposed mintage was 30,000 but there's no indication whatsoever as to what the actual mintage is.

How can new collectors (like me) learn what the actual mintage of NZ Mint coins are?

The coin in question I am referring to is this: http://www.nzmint.com/coins/shop-online/lunar-year-rat , the Lunar Year of the Rat.

Probably have to shoot off an email, if you don't want to then let me know and I'll do it, if you do let me know what they say
