Is it possible that the Gold and Silver prices are still low because the potential larger players are still unwinding their other investments? For example, selling off property alone can take months; how long would it take to find buyers for other business interests? Noone is really buying anything at the moment.
Cash is king ATM, until someone gets wind that they (ECB, FED, RCB, BOJ) are fiddling with the supply side constraints it will continue to be so. Deflation until the debtor nations can take it no more is the order of the day.
