Probably better to have a one time (or annual) fee as the hassle of collecting fee per sale would probably be quite large. Maybe a membership fee structure whereby one could read but not post as a zero fee member then scale it up from there.
I vote for admin simply manually over-riding the membership title for known or suspected dealers (IP addresses would of course be recorded). Normal appeals process can get it set back to Member++ or whatever if the change is incorrect. Title could be something like "Free-riding Scuzzbucket" or simply "Dealer" if wanting to be a bit more PC. Based on what makes sense for site sponsors etc, appropriate fees for access to X number of threads in the Trading forums for anyone with certain titles could be instituted.
It's a bit of guilty until proven innocent. But I think it's a very simple solution given the underlying pseudo-anonymity.

Just in case this post generates the wrong impression for newer members, there is no relationship between Silver Stackers and Gold Stackers other than me having a mutual interest in them - one doesn't own the other, they are separate business entities, and Gold Stackers has absolutely no preferential treatment on this forum over other sponsors - if it did, SS wouldn't even bother with sponsors and there would only be Gold Stackers advertising on here, which there clearly isn't. There's people involved with Gold Stackers that have no relationship to Silver Stackers.
True in the fact that many members bring positive's to the forum in ways not seen pubicly, in trade feedback, posts, ect. Alot going on behind the scene's in other words. If I recall correctly, before I paid for premium membership GP suggested I hold off or forewarned me that there was not alot of offerings in "The Trading Floor" at the time. I figured paying for premium membership was the right thing to do. SS was, at the time, the first forum I've ever joined. After a few months of SS everyday I knew I would be around for a long time. Hence, why I paid for membership. At the time it was the least I could do to give back. I looked at it as a way of saying thanks to GP. I don't bring much to the forum myself. A few photos here and there. Maybe a tidbit or two to help out a newbie. Some occasional esoteric crap. Most of the time I have some pretty lame posts. Doesn't make it right or wrong that someone hasn't coughed up the cost of an ounce of silver to pay respects to the forum. It is just my point of view.
I recently bought gold for under spot. Seller even adjusted price down when spot dropped and paid postage to make sure it was under spot. Saved triple my membership right thar.
