Since there`s no face value on the libertad coins, they are not really coins and VAT and custom will apply? Or how will this affect the coin, is it the same as silver rounds?

Does anybody think of this coin as a round ore coin?

I could be mistaken, but I believe the word "ley," which means law or legal or something along those lines, depending on how it's used, might be key.

And if "law/legal" on it is defined by the government as legal currency, of which I believe there are similar examples for other countries.. well, then, there's your answer: Considered a coin.
