This is something happened to me many years ago, before my paypal account was closed. I used to sell collectable US gold coins on US ebay, but instead of converting the USD back to AUD with their bad exchange rate, I just sent the money as gift to my US friend who bought me lunar silver coins like the ox, one or two dollars above spot and posted them to me back to Australia. After the third or forth such paypal transaction my account was first limited and later closed. Luckily I managed to take all my money out from my paypal account before they closed it. Never since I used paypal. I regard them as criminals looking ways to get your money. If you use paypal regularly for gifts this is the usual result.

My experience to call paypal is like talking with someone who is not authorised to do anything, or talk to anyone, and not even keen or interested to understand what is the problem, just keep repeating the same pertained speech to everyone until you give up. Here is an example. Once I had a case when the eBay buyer reported to paypal he never received my coin, and paypal reimbursed him from my account. I wrote to that person asking why did you left a positive feed back for me if you did not received my coin. The buyer apologized for the mistake to me and also to paupal. I called and also wrote to paypal this time as the buyer apologized not only to me, but also to paypal, but my money never returned by paypal. I was lucky that time, because week later, the buyer was honest, and paid me back the money paypal refunded to him incorrectly from my account, but refused to correct the mistake even after the buyer admitted his complain and the refund was a mistake.
Don't worry about it call them and find out how to take money out. Hopefully you didn't break any rules ie opened a fake account, if it all pans out you and others will get their money back. End of the day they are providing a service, you follow their instructions all good, if you don't want to abide by their fees or usuage rules use some other services. Many millions of people use Paypal, western union and many other companies, all there because they cater to different individuals.
Just a minute, if you and others sent your sister the money, why are you trying to take it out? Your sister should call or at least authorise you to talk in her behalf. Furthermore did your sister answer all the questions ie identity check etc.

Why you did it is secondary issue. But you cant unlock it easily, only your sister can. It doesn't matter your sister is on working holiday or tourist visa. The best would be to get her to call or her authorised person, I am presuming here, the residential address she gave to open this account is not the same as a Foreign driver licence, ie where she is back home (I doubt with all the anti laws, payapl can open an australian paypal account with a foreign address), if so, and If she is still in Australia, could she not go to Licence bureau like RTA and get a identity card. http://www.rms.nsw.gov.au/roads/licence/identity/index.html maybe Paypal will accept that. Just curious, is she able to purchase something using that account? I would just buy something and then sell it. Sure you'll incur a loss but at least you'll get most of your money out.
