Just curious, if I were to start assembling a set of panda commemoratives.......which ones should I start buying first?

Personally, this is how I would go about it:
    1) determine which metal panda commems you want to work on (silver, palladium, gold, platinum)
    2) determine which size (fractional, full ounce, more than full ounce)
    3) get a list of your choice to date
    4) start buying from lowest price to highest

I would not buy the panda commems from an investment standpoint--they rarely go up in value

All my panda commems (not bought as investments) have all gone up in value multiple times over.

Take for example the 2006 jinan commemorative. That coin is expensive because they didnt issue many? Will that coin go up in value?

Not familiar with that commem at all. My commems only go from 1987 thru 1990 (1 troy ounce gold and platinum coin show Pandas). From what I found it has a 20,000 planned mintage which is lower than most of the silver panda commems. At this point in time, it has probably appreciated already so you will be chasing after the fact. If you are a collector and need it, you may be willing to bite the bullet. But if you are a flipper, you are too late in the game. The time to get into the commems for flippers is in the beginning. Link to list that I found...

I took a look at the PCGS list but it is a little behind the time in terms of dates....
