Depends really. Even during these times when silver is going crazy, they're still not selling them (even from the mint itself) would ring a few alarm bells for me.
Odd that my article is dated later than yours. Other than 1 2011, all the rest of my pandas are pre 2011. So they can mint as many millions of them as they want. Each million pandas minted is 1 million less ounces for industrial usage.
