That is probably average income BEFORE taxes, and possibly not including government aide, which goes primarily to low-income people (obviously). The top 10% in America pay 70% of the taxes, so the fact that they control 66% of the wealth isn't that disturbing to me. For instance, where I live, a full 33% of the African-Americans are on food stamps (government pays for their food) - I doubt that is included in the study.
