I'm the central bank and I've just added number 46 to the monetary supply. It's yours. You won't be in the draw for the lotto, however. (i.e. second draw - Powerball or something like that.)

OK, the draw has been run. An animation of the draw is included in this post. Just for fun, it might be nice to not state who the winner is and just let him or her watch the animation. You need to open the gif in a browser - not sure if it'll be automatic.
The prize is a 2014 1 oz silver croc. Please message Bullion_ron once you've discovered that you're the winner. (He knows who you are!)
There's also going to be a lotto draw involving numbers 1 - 45. I'll have more details on that later.

I may change my mind about the way I distribute the prize, including the possibility of not giving out a prize at all.
I'm saying this just in case something comes out of left field that I hadn't thought of.
The following is the general approach:
Each number forms an entry.
Numbers that form part of a winning combination are winning entries.
- Division 1 and 2 wins get divided up as per the following (after tax): 75% to me, 5% to STKR, 20% evenly divided among the winning entries.
- Other division wins may or may not involve a prize - i.e. to be determined.
Same deal as STKR in relation to the choice of numbers, except for some modifications in game 7. Some people get an extra chance - i.e. STKR, plus some with cool avatars.
