    I’m pretty convinced that he has a circuit FedEx employee working with him too. This is probably my why FedEx is taking so long to get back to me as they are investigating it.

    The parcel has now arrived in France!
    That took 12 days from Albania to France

    If I were you, I would've opened his parcel in front of a police personnel, that way it is legally confirmed by none other than yourself.... and PayPal cannot do this stupid things with sellers as it is legitimate con artist that their dealing with...

    Getting a police officer to my house at the exact moment it was delivered so they can watch me would have been near impossible.

    Opening the parcel at a police station would've helped. The officer could then have given you a statutory in writing what was found in the parcel. You could forward the document to PayPal as evidence.
