Not well researched in the specifics of silver mining so take what I say with a grain of salt, but I imagine if the inputs required to mine silver (oil, machinery, energy) rise with inflation, the marginal cost of silver production will increase.
Silver is usually mined as a by product of mining for copper , zinc , lead and gold. There are very few mines worldwide where silver is the main target, think it is around a third of the silver produced. I would be curious to know if he is referring to these target mines or silver mined as a byproduct too. If it is only the target mines that would only reduce current production by around a third. There would be other byproduct mines which would become more viable and brought on line if target mining was to cease to make up for the shortfall.
