    I say no it's just bullion.

    The reverse is better than the obverse but that doesn't mean much in this case.

    melt value is 92c
    might get $6-8 on ebay for it if you can "conserve " (clean) it without damaging it to much
    personally I would give it a soak in distilled water, a clean with acetone and keep it bit it is hard to say with that stuff on it if it has other issues or not
