If they know that it is 2% unaccounted, then it must be accounted, or they don't know and it is just a random number chosen to fill the statistical gap. More like 5% or higher unaccounted, or even 0.3% or lower. You can only account for something if it has been tracked from the cradle (mine) to the stable (storage). How much has been mined or prospected and not recorded?
