    So its pretty safe to say apmex/gainseville will price the silver coins with a substantial premium

    Yes. It is likely that Gainesville and Apmex sent their coins out for grading and that these coins didn't qualify for the MS69-70 ratings. Premiums on the silver coins will be similarly high, but under $100.
