Will be interesting to see how they police this at the bullion desk. You dont need an account, or to give ID for the purchase of 1 roll generally. So what would stop someone lining up in the morning, lining up in the afternoon, lining up the next morning, lining up the next afternoon and getting 80 coins? Maybe they force ID checks on this one? Will be hard to police other than 'you look familiar', no dragons for you!

Gold dragon has a 10% of the mintage of the Silver one but the limit does not reflect this ratio Perhaps some dealers bailed on high spot Gold price and the ugly design.
