1968 2c vs 1969 2c

    Does anyone know why the 1968 2c has a higher value than the 1969 even though the mintage on the 1969 is a lot lower
    Was there a recall of the 68 or something?

    Mintage numbers from Renniks
    1968 - 16.99 Million
    1969 - 12.94 Million

    Any info is appreciated :)
