    Mate that was really really helpful, thankyou so much for your insightful message. One last thing, If you were collecting Lunar series II would you ofload this dragon and search for one without the mark, or do you think this mark won't significantly kill the value of the coin?

    It is a common problems on many of the 1 oz. bullion Dragon.
    To have the toning marks due to the capsules.
    I am aware of this problem awhile back. Imho it is better to replace for newer capsules.
    The capsules is not airtite enough. A batch of them have this problem.

    I had the "year of the rabbit" with the same problem ... when it came there was slightly visible spot ... in several months spots became bigger, darker, in different locations around queen ... so time to time I'm checking the coins

    Ahh, so what you're saying is that Perthmint don't use tight capsules and this compounds the problem?

    Supplier problem on the capsules.
    Noone knows. Im sure the mint is aware of the problems. There are replacing the
    capsules all the time. All the capsules are slightly different in styles if you looks
    closely from time to time.
    Your toning just get your supplier to replace for you.
    Im sure they will be happy to replace for you. Leo.
    Just ring them up.

    $60 is pretty good for the 1999 Libertad. I have a few of them in BU but they do not have that toning. I really like toning if its natural or at least not done by a person in a short time period.

    The libertads seem to be heating up. A naked chick with tits..whats not to like?

    to the OP I would dip the Dragon if it bothers you that much. However its not really as big a problem as you might think. A bit of tone or spot of tone barely effects the grade. Now a scratch or rim ding is a different story.

    The Slave Queen is a milk spot and those suck..nobody likes them and you cannot get rid of them. If anything the milk spots will get worse depending on the coin.

    Good luck and always try to buy coins in person...if you cannot than this is what you will deal with from time to time.
