Check the rim to see it has not been split. Also check the inside of the rim, and face that there is not a small join. You will need a loupe and high mag to see this. I recall something about one of these before. In theory it is impossible to happen without someone at the mint playing silly buggars. IN 1999 I would say that still may have been possible. I would think they had two dies with the obverse put it in and minted it ? Again not sure but nice find. Also check weight against another $1 How did you find it ? If original it would be worth a few dollars. Not sure how many. More research would be needed to confirm it hasn't been tampered with. Also the fact it is worn says it has seen a lot of circulation. I would be surprised that is did for so many years, yet not impossible. My thoughts by using a worn coin it is easier to hide some of changes perhaps ? I would still like one in my error collection, so good on you
It may be a coin from a souvenir shop where you buy amusing stuff to trick people on parties. With this coin, for example, you can win all bets, but you need to be skilful not to reveal the "secret" to the other person. Also, it can come from a magician toolkit for children or something like this.
I think it may be just a novelty item as a magician friend uses them for some tricks and bought 5 for $15 a good while ago. . They're in the US too but more common and easier to come by, even in your loose change

I'm pretty sure worldwide FL is more recognized for being the sunshine state. Just type in Google "sunshine state" you'll see tons of things about FL and almost nothing about Aussie.
