QualitySilverBullion sells a bag of fractional rounds totaling 21.25oz. They claim in their description that this price is 5% off of the normal price for these items. However they used a tiered pricing model. If you were to add these same items into your cart individually they come up to only $9ish more than the kit. Meaning the kit is only 2% off the price for the same amount of items added to the cart. So If this is your pricing model 1-10 coins - $2 Each 11-20 coins - $1.75 Each Do you think its honest to offer a package of 20 coins for $36 and claim that they're 10% off their normal price?
Come back to us when you can get your story straight would be a great start so you can get a definitive answer. 1 - First line you say they claim 5% then you close by saying they claim 10% 2 - whats that pricing model? price over spot? cost of actual item? postage costs? 3 - Most if not all dealers work on a tiered system.

No you didn't. First you make an untrue statement. I never made a claim that QSB offered their product at a 10% discount. Then you ask 4 questions that are not "relevant to assisting" me. QSB is advertising their Silver Barter Kit as 5% off of their normal price. *Hypothetical Figures* The Kit = $100 Adding the coins to the cart individually = $102 (At Tier 2 pricing) The price of the kit is only 2% discount from the normal price of those coins. However if all of those coins cost $102 at the 2nd tier price then the kit which gives a 5% discount be priced at $96. I may be interpreting it their wording incorrectly but if "X" amount of coins falls within a different price tier then I believe that's the price that should be discounted.

You could write that in comments for the item or contact dealer. You could also delete the second half of your original post, since the math is different there. It just adds confusion. But for that (totally different) question, I would say that one of the offers on the site would be redundant. If dealer uses a tiered pricing model then there is no need for packs of 20.
