[Advice] 2009 panda coin - toning or milk spot

    What do you guys/gals think about the discolouration in this 2009 Panda coin. Is it toning(light lemony yellow) or is a milk spot? I gather it is toning because it is obvious on the NGC grading photo. My impression is a milk spot would disqualify it for a MS70 grading but not with toning.
